ISINNOVA is a partner in ADAPT-FIN – Unlocking Private Sector Finance for Climate Adaptation, the European project aiming to strengthen the role of the private sector in financing climate adaptation solutions.

Climate adaptation remains significantly underfunded compared with the growing exposure of territories, businesses and communities to climate risks. One of the main barriers is the difficulty of translating adaptation benefits into terms that are meaningful for investors: economic returns, risk reduction, long-term resilience and wider environmental and social co-benefits. ADAPT-FIN addresses this gap by developing tools, models and mechanisms designed to make adaptation solutions more robust, assessable and attractive to private finance.

The project will develop a dedicated economic rationale for adaptation, a Cost-Benefit Analysis tool, innovative incentive mechanisms and Investment Roadmaps designed to connect Climate Adaptation Solutions more effectively with banks, investors, businesses and other financial actors. These approaches will be tested through 9 case studies across 6 European countries, covering different climate risks and contexts.

ISINNOVA’s role

Within ADAPT-FIN, ISINNOVA leads WP5 – Mobilising the Private Sector and Exploiting Results, which focuses on private sector engagement, solution replicability and the exploitation of project results.

The work will begin with the mapping and classification of relevant stakeholders, considering their role, motivations, risk exposure, adaptive capacity and investment horizons. Existing European and local networks will also be mobilised to support a targeted and progressive engagement strategy.

A key component will be the creation of the Finance for Adaptation Hub, conceived as a broader community of private stakeholders progressively engaged with the project. The Hub will bring together financial institutions, investors, companies and other actors from sectors including construction, agri-food and supply chains, technology and energy, helping create stronger and more lasting connections between finance and climate adaptation solutions.

ISINNOVA will also contribute to the project’s replicability work through its INSPIRE™ methodology, which will be applied to at least ten additional solutions selected from the Climate-ADAPT platform. WP5 will also develop the Climate Adaptation Investment Toolkit, supporting investors, solution providers and policymakers in understanding the business case for adaptation, available financing options and relevant incentive mechanisms.

From the Kick-off to the next steps

The Kick-off Meeting marked the operational start of the project and provided the first opportunity for partners to align on approaches, tools and case studies.

Over the coming months, ADAPT-FIN will focus on developing its methodological tools, engaging stakeholders and building pathways that connect the private sector more effectively with climate adaptation opportunities.

ISINNOVA will contribute to this process by bringing its expertise in stakeholder engagement, replicability, co-creation and exploitation of results.
