ADAPT-FIN (Unlocking Private Sector Finance for Climate Adaptation) aims to unlock private investment for climate adaptation by addressing two key barriers: the lack of clear evidence on the economic value of adaptation and the limited incentives available to private investors.

The project will develop economic models, decision-support tools and innovative incentive mechanisms to demonstrate the financial and wider value of Climate Adaptation Solutions and make them more attractive to businesses, financial institutions and investors. These approaches will be tested through nine real-world case studies across six European countries, covering different climate risks, sectors and territorial contexts.

Making climate adaptation investable

ADAPT-FIN will combine macroeconomic analysis with project-level tools to quantify the benefits of adaptation, including avoided damages, reduced risks, co-benefits and long-term resilience.

The project will develop a dedicated Cost-Benefit Analysis tool, innovative financial and non-financial incentive mechanisms, and Investment Roadmaps designed to connect Climate Adaptation Solutions with private capital.

The nine case studies will provide real-world evidence across different climate hazards and systems, including water management, ecosystems, land use and food systems, infrastructure, and health and well-being.

Main outcomes

ADAPT-FIN will deliver a set of practical tools and approaches to support the mobilisation of private finance for climate adaptation, including:

  • a new economic rationale for climate adaptation investment;
  • a dedicated Cost-Benefit Analysis tool;
  • innovative financial and non-financial incentive mechanisms;
  • nine Investment Roadmaps based on real-world case studies;
  • a Climate Adaptation Investment Toolkit for private sector actors;
  • policy and regulatory recommendations supporting adaptation finance;
  • the Finance for Adaptation Hub, a community designed to strengthen long-term engagement between businesses, financial institutions, investors and adaptation actors.

The project will also strengthen links with the EU Mission on Adaptation to Climate Change, Climate-ADAPT and MIP4Adapt, supporting wider uptake and replication of its results.

ISINNOVA’s role

ISINNOVA leads WP5 – Mobilising the Private Sector and Exploiting Results, which focuses on private sector engagement, replication and the uptake of project results.

Within WP5, ISINNOVA will contribute to the mapping and engagement of relevant private sector actors and networks and to the development of the Finance for Adaptation Hub, which will bring together financial institutions, private investors, businesses, PPP actors and philanthropic funds.

ISINNOVA will also apply its INSPIRE™ methodology to assess the replication potential of at least ten additional climate adaptation solutions selected from Climate-ADAPT, considering environmental, economic, socio-cultural and institutional dimensions. The results will support practical guidance for adaptation solution providers and engagement with investors.

The organisation will also contribute to the development and validation of the Climate Adaptation Investment Toolkit, designed to present the business case for adaptation, introduce the project’s Cost-Benefit Analysis tool, highlight relevant incentive mechanisms and outline financing options.
