Strategic Foresight

The future has more than one shape.

In a world of accelerating change and structural uncertainty, organisations and governments can no longer rely on linear planning. They need to anticipate disruptions, test strategies against multiple futures, and build shared visions that hold across scenarios.

ISINNOVA’s foresight team can accompany you on a journey of innovative thinking and actions, help prepare for you for change and future-proof your strategies.

ISINNOVA has been a leading foresight practice for over 50 years — bridging science, policy and society through rigorous, participatory futures work. As the only Italian partner in the European Commission's Foresight-on-Demand consortium, we bring methodological depth and institutional reach to every engagement.

From complexity
to strategy

Foresight is a systematic, participatory process for building medium- to long-term visions that inform today's decisions and unlock coordinated action. It does not predict the future — it helps prepare and shape it.

Since 2020, strategic foresight has been embedded at the heart of EU governance through the annual Strategic Foresight Reports, and integrated into the Better Regulation agenda to stress-test policies against alternative futures. From 2026, it will cut across all EU policy areas.

ISINNOVA combines systems thinking with participatory quantitative and qualitative methods. We focus on identifying weak signals, emerging trends and structural disruptions — translating them into plausible scenarios and actionable strategic priorities for institutions, cities and companies.

01
Horizon Scanning
Systematically detecting weak signals, trends, wild cards and key drivers through desk research and expert input to anticipate future developments.
02
Scenario Building
Developing plausible future scenarios based on how the most important variables interact — our core competence.
03
Backcasting
Working backwards from the desired future to define strategies, pathways, concrete actions, timelines and milestones.
04
Validation & Consensus Building
Using participatory processes to secure shared agreement on scenarios, strategies and concrete interventions.

Our methodology

An integrated approach spanning research, participation and communication — designed to move from evidence to shared vision and strategic action. Our analyses are structured around the Three Horizons framework, distinguishing near-term pressures, emerging transition dynamics and long-term transformational possibilities.

Research & Evaluation
Analytical methods
Literature reviews, meta-analyses, multi-criteria analysis, cost–benefit analysis, impact assessments and SWOT — providing the evidence base for robust foresight.
Participation
Engagement methods
Interviews, focus groups, workshops (World Café, Future Search), Delphi-style surveys and citizens' conferences — bringing stakeholders into the futures conversation.
Communication & Training
Dissemination & capacity
Scenario narratives and storylines, web stories and train-the-trainer courses — ensuring foresight insights reach and empower the right audiences.

From strategy
to delivery

ISINNOVA foresight engagements produce concrete, actionable outputs — not just reports. Every project ends with a strategic toolkit that decision-makers can use immediately.

2040 / 2050 visions
Long-horizon scenario sets with detailed narratives — credible, differentiated futures that challenge assumptions and open strategic space.
2030 roadmaps
Medium-term strategic roadmaps with priorities, responsibilities, resources and KPIs — tested against multiple scenarios for robustness.
Policy briefs & operational plans
Targeted briefs and operational plans covering governance structures, funding pathways and risk/opportunity analysis — ready for institutional use.
